Adobe Photoshop Elements 15 is less than two months old, but you can already get a PC download from Amazon for $40, down from its original $100. Elements is a consumer-friendly (i.e. somewhat stripped down) version of the Creative Cloud version of Photoshop, but you won’t have to pay any monthly fees.
